Well that depends on where you live, I live in Australia and I’m very lucky as the majority of universities here offer really good zoology programs, due to their close proximity to such amazing wildlife! If you are from America I know that the University of Texas is particularly well known for its zoology program, they are specifically world renowned for thier behavioural ecology programs. Again it depends on what particular field of zoology your interested in as to what uni will cater to your needs? Where are you from? What field(s)of zoology are you interested in?
